Ryan Richardson is head of the City Attorney's Labor & Employment Division and a member of the office's Executive Team.
Mr. Richardson began his legal career at Jones Day working on major transactional and litigation matters. He subsequently founded his own law firm in Los Angeles and also taught legal writing as an adjunct professor at USC Law School. Mr. Richardson successfully represented employees against Fortune 500 employers in harassment, discrimination, wrongful termination, retaliation and wage/hour litigation. He also negotiated and drafted complex employment agreements and benefits packages, conducted employment law and cultural sensitivity training for managers and employees, and developed and helped to implement employment policies and procedures.
In 2011, Mr. Richardson accepted a position in the City of Oakland’s Equal Opportunities Program Division where he has investigated harassment and discrimination complaints, provided advice and training, and coordinated equal opportunity matters with the City Attorney’s Office and outside counsel. He simultaneously served as an Employee Relations analyst for the City. In that capacity he has engaged in labor negotiations, analyzed and responded to union grievances and counseled departments on personnel matters including, MOU compliance, progressive discipline and termination.
In 2014, Mr. Richardson joined the City Attorney’s Office as lead labor and employment counsel. He heads a division that advises the City’s departments and elected officials, represents the City in arbitration, civil service and PERB hearings, and supports the City during labor negotiations.
Mr. Richardson is a graduate of Howard University and the University of Southern California Law School.
