Doryanna Moreno

Chief Assistant City Attorney / Advisory Division

Doryanna Moreno is head of the City Attorney's Advisory Division and a member of the office's Executive Team.

Ms. Moreno is a highly respected municipal attorney with more than 20 years of experience in the Oakland City Attorney’s Office. As Chief Assistant, her responsibilities include overseeing all legal advice provided to City Departments, Agencies, Boards and Commissions.

Ms. Moreno is a lifelong Oakland resident who attended Fruitvale Elementary School, Bret Harte Middle School and Skyline High. She earned an undergraduate degree in anthropology from UC Berkeley and graduated from UC Berkeley’s law school in 1987.

Ms. Moreno has worked on an extensive range of legal issues during her tenure in the City Attorney’s Office. Most recently, she headed the Risk Management, Public Works & Contracts Unit. She also ran the former Code Enforcement Unit, which at the time included Oakland’s Neighborhood Law Corps – an award winning program that takes on slumlords, blight, prostitution and other neighborhood problems.
