Heather Lee

Supervising Deputy City Attorney / Advisory Division

Heather Lee is the Supervising Deputy City Attorney for the Oakland City Attorney’s Land Use & Planning Unit.  

Ms. Lee represents the City on all aspects of land use matters before City Council, Planning Commission and other Boards and Commissions.  As a supervising attorney, she also oversees and mentors other attorneys in the Land Use Unit.  Her unit serves as the primary counsel to Oakland Planning Commission, the Oakland Landmarks Board and the City Planning, Zoning and Building Services departments, and advises all other City departments on land use and development matters.

Ms. Lee has over 26 years of experience in land use and development.  She has particular expertise in planning and zoning, environmental review (CEQA/NEPA), subdivisions, building, redevelopment, wetlands, endangered species, water supply, and general municipal law.  Ms. Lee’s experience includes drafting and negotiating complex development agreements and other transactional documents.  She also has significant experience as a land use litigator, having litigated and settled many complex, multi-party land use and environmental lawsuits.   She has authored numerous articles and has spoken and taught courses on land use and environmental law topics.

Prior to joining the City Attorney’s office in 2001, Ms. Lee was a partner in Sacramento’s largest law firm.  Over ten years of private practice, Ms. Lee’s clients included public agencies (water and wastewater districts, public utilities, cities, and counties), developers of California’s largest master-planned communities as well as major infill urban developments, and a wide range of commercial, industrial and agricultural interests.

Ms. Lee received her J.D. from University of California, Hastings College of the Law, magna cum laude, where she served as Note and Article Editor of the Hastings Law Journal, and her B.A., cum laude, from Albion College (Albion, Michigan).  She clerked for the Honorable Ronald S.W. Lew, United States District Court, Central District of California (Los Angeles) before entering private practice.
