Tricia Hynes

Deputy City Attorney, Labor & Employment Division

Tricia Hynes is a member of the Labor & Employment Division.  As part of this group, Ms. Hynes provides special counsel advice to the city’s Police Department clients on a wide range of issues including policy development and implementation, training, consent decree-related issues, personnel and internal affairs investigations and drafting legislation.  She also serves Oakland’s Public Ethics Commission, providing advice on a broad range of ethics and transparency laws within the Commission’s authority, including the City’s Government Ethics Act, Campaign Finance Reform, the Brown Act, Public Records Act and the city’s Sunshine Act.

Prior to joining the Office of the City Attorney, Ms. Hynes was a litigation attorney with the firm Meyers, Nave, Riback, Silver and Wilson, where she advised public agency clients on a full range of public law issues, including Constitutional Law (First, Fourth, Eighth and Fourteenth Amendments), the Public Safety Officer Procedural Bill of Rights (POBR), the Political Reform Act compliance (lobbying, conflicts, campaign finance), elections (initiative and referendum), contract law, the Ralph M. Brown Act and the Public Records Act.

Ms. Hynes received her J.D. from the Dickinson School of Law of the Pennsylvania State University and a B. A. from Boston University.
