Andrew Huang

Deputy City Attorney / Litigation

Andrew Huang is a Deputy City Attorney handling a broad range of matters in the Litigation Division of the Oakland City Attorney's Office.

Prior to joining the City Attorney's Office, Mr. Huang was Managing Attorney of the Independent Investigations Bureau of the San Francisco District Attorney’s Office. He was responsible for developing and supervising the DA’s unit that investigates and prosecutes law enforcement misconduct and investigates and remedies wrongful convictions.

Prior to the DA’s office, Mr. Huang was an Assistant U.S. Attorney in the Northern District of California from 2007 to 2016 where he prosecuted and supervised investigations concerning civil rights, public corruption, violent crimes, human trafficking and other crimes. From 2004 to 2007 he was an associate at Pillsbury Winthrop Shaw Pittman LLP in San Francisco, where he litigated civil matters and conducted investigations into securities, fraud, privacy and trade secrets matters.

Mr. Huang also has worked at the U.S. Department of Justice Civil Rights Division in Washington, D.C. (2000-2004) and at the U.S. Department of Justice Antitrust Division (1998-2000). He earned a bachelor’s degree in history and his law degree from UC Berkeley, and he holds a master’s degree in public policy from Harvard University.
