Kim Bliss

Deputy City Attorney / Labor & Employment Division

Kim Bliss serves as Departmental Counsel for the Oakland Police Department.

She previously served as a member of the Office’s Litigation Division, where she handled a broad range of civil litigation in state and federal court. 

Prior to joining the City of Oakland, Ms. Bliss served as a Deputy City Attorney for the City and County of San Francisco, where she represented San Francisco and its employees in tort, contract and constitutional law cases.  She has tried cases in state and federal court, and briefed and argued cases in the Ninth Circuit and the California Court of Appeals. 

Ms. Bliss also practiced commercial litigation at Howard Rice Nemerovski Canady Falk & Rabkin in San Francisco, where she primarily represented clients in securities and bankruptcy actions.  She also litigated several pro bono actions, and was part of the Howard Rice team that successfully challenged a California National Guard regulation that precluded gay and lesbian service members discharged under the erstwhile "Don't Ask, Don't Tell" policy from subsequent duty with the state Guard. 

Ms. Bliss clerked for the Honorable Margaret M. Morrow and externed for the Honorable Lourdes Baird, both of the U.S. District Court for the Central District of California.
As a law student at the University of Chicago, Ms. Bliss tried a case against the State of Illinois that successfully challenged the state's conditions of confinement for individuals found not guilty by reason of insanity, and she placed first in the Law School's moot court competition.
